The Klein's Arrow, more commonly known today as the Tubori Quarter, is a multi-level barge of monolithic proportions. Built in 362 by the eccentric Klein le Serre with blueprints purchased from a Vandagan estate auction, its existence was kept hidden from the rest of the le Serre Family due to internal rivalries. It would not be rediscovered until 374, eight years after Klein's death, when a structural fire originating in Southside burned the entire Tubori sector in Lithmore to the ground, displacing all those who had called it home. One Anton le Bren, close friend and confidant of Klein, informed Vicannia le Serre of the vessel's existence when she wrote from Lithmore for aid. The Klein's Arrow had been left in her name.

While the exact details of its trip from Longpoint to Lithmore are relatively unknown, it is known that it was transported by land from Eastgale to Loryth. A massive, wheeled platform and hundreds of oxen quite noticeably pulled it rest of the way to Lithmore City. A complex series of pulleys were used to lift the massive barge over the city walls and into its permanent resting place at the city's docks. Its final settling in the Spring of 375 was met with both awe and suspicion amidst rumors that le Serre was being investigated by the Holy Order for magery. Regardless, the Tubori were quick to make the Klein's Arrow their own.

In the weeks before her execution by Pyre, Vicannia le Serre made it thoroughly known that the Klein's Arrow was her and the le Serre Conglomerate's gift to the city; that she had been the savior of the Tubori immigrants displaced by the fires. She was outspoken about the costs and ensured it was widely known that she alone funded its transportation, thus making the point that the Crown and Church were unable - or unwilling - to solve the problem.
