Honestly, I think it IS by and large incumbent on the prisoner to ask for RP in a situation like this. IMO, it's always incumbent on anyone who desires more RP than they're getting to be the proactive force to ask for it. GLs have so much on their shoulders, I think they can't be expected to do more than handle the prisoner's case ASAP; we all are responsible for otherwise ensuring that we have fun on TI.

I enjoy jail RP, personally, especially with people I knew before they were in jail. I will honestly volunteer to RP with jail folks. I just need to schedule most of my scenes in advance to get all the things done on TI I want to do. I can't be the only one who has this problem/approach!

Trouble is I think most people don't want to have to schedule their RP in outlook.

Well, something has to give eventually: either you schedule RP to ensure you're getting it, you take the chance on spontaneous requests/wait for someone to ask you and risk not getting any at all. I think scheduling RP is perfectly reasonable; but if a person doesn't want to, then they have to accept the consequences, right?
