We currently have an alt cap of ten characters, but we're pondering reducing that for resource purposes.
How many characters do you generally have, that are active or inactive but still hold a great deal of interest for play?
How often is an inactive character just reserving a name?

Wow, ten? I thought the cap was 5 for some reason. 5 sems like a decent number.
I'm currently over the limit. (I've been hoping to get a command in that reads color strings for me so I can liquidate a few that aren't working or can't work right now for whatever reason.)
It's difficult to determine a number I find "necessary." Definitely more than one, but I try to balance doing all the things that interest me by spreading them into various characters - and that number will continue to spread as I find niches that I think need filling with no visible interest in filling them. Do I handle too many roles well? No, I don't think I do. But I do stay more interested in playing the game when I can explore new ideas without having to end other, more successful concepts first.

How many slots do you need to feel well balanced between "I can explore ideas!" and "Darn, I've got so many characters lying around that aren't going anywhere, this game isn't working for me"?

For me, it's always been one or two. I feel that anything more and I'm not able to devote enough time to foster their RP to the level that I like. But, that's completely personal opinion. On the flip side, I really hate trying to adhere to policy with my characters because they're all so damn proactive, it's inevitable that conflicts of interest will arrive.

I almost always have 3 alts, but can't play 3 PCs - the third one out gets horribly neglected. so 2 is my sweet spot, but it's nice to have that third slot. However, I generally feel like people having bazillions of alts does little enough harm anyway, so long as we limit things like mages/nobles/etc!

I usually can't play more than 1 or 2 at a time in any meaningful way, but sometimes that can cycle over time. Since we have such a small playerbase, I might lean more toward one or another char depending on who has been available recently and what else is going on.
A few times I've started a char then ran into other new chars intending to do similar things, so I stopped playing them for a while so as not to saturate that particular RP. But that doesn't mean I'd want to be forbidden from hanging onto them for resuming later on.
