...a higher boost for each recommendation + no decay on recommendations over time would suffice IMHO...
This would make it INSANELY easy to cap out with each character. I'd suggest either one or the other, not both.

- Give covert guild members and mages a base 10% rec level value. Not
cumulative (eg, a thief/mage or dual manus/thief doesn't get 20%).

- Remove the cap on rec levels. Players can get as high as they can go,
even over 100%.

- Add locking at every 10%, even over 100%.

- Change request approval on recommend syntax to:

request approve <request number> #r #qp

Make sure to require the 'r' and 'qp' in the syntax so staff don't muck up
the QP versus rec_level % bonus.

Drop the reason required in the syntax as that's extraneous.
