We have it confirmed that Ludovic was the subject of this thread on Reddit:

We have it further confirmed that he attempted the same behavior with at
least one of our players on TI.
As many know, it is hard to ensure that a ban is effective. As a result, if
you have reason to believe that this player has circumvented the ban we've
put into place, please report it to TI Staff.
