Heavy Armour and MV

Could the movement point penalty associated with armour scale proportionally to how many items at a certain armour class you are wearing instead of being all-or-nothing?

The reason I ask is I'd dearly like to wear armoured boots to protect against wildlife due to the debilitating and RP excluding MV penalties associated with foot injuries.

Alternatively just nerf the movement penalty from minor foot and leg wounds. Minor scratches shouldn't reduce you to crawling around town.
