Cumulative MV drain for Armor

As it currently stands there seems to be a set MV hit for having any piece of armor in your inventory or equipped. Can this be changed to only equipped armor (so that pieces in your inventory only affect you by weight / encumbrance) and be changed so that armor affects movement cumulatively based on weight/size of the piece of armor?

For example:
A plate chest piece having a large mv hit
A leather chest piece having a lesser mv hit
adding a bracer bumping the mv hit up slightly, etc

What I'm trying to say is make it so that wearing a full plate set drains MV twice as fast as no armor. To me, wearing just a chest piece of plate shouldn't encumber you that badly as it's made to fit the contours of your body and would be almost like wearing a properly fit hiking pack with good weight distribution. Wearing a full suit would be awkward even for Knights trained in it's use and would have a significant MV hit (maybe 2x normal depletion).
