Subverting a Project Adds to it's Time

I would like to suggest that subverting a project adds a certain amount of hours to the project's run time if it's done within so many hours of it's closure.
Otherwise it just becomes an OOC game of who can subvert it the closest second to the end. Which kinda doesn't seem very IC.
