Belatedly, this was never the case. The shop sells "rations" but they are not cook 220 rations, they are a completely different item with few bites and minimal nutrinional value.

Waht you describe is my ideal of food on TI, to make it speed up MV regeneration rather than just a quick buff. Though I admit it makes it more tedious when you're crafting alone and there's no chance for RP around.
Perhaps what you propose might be a better compromise.
