I'd suggest making the threshold higher - 67% at least. And I do have an icky feeling about this a bit, as great GLs may be appreciated OOCly more than ICly. Still, not a bad idea...

I really don't see any need for Dukes/Duchesses from the other Duchies. Shouldn't they be spending their time running their own Duchy's affairs rather than hanging out in Lithmore? I think the big one for me is guessing who is on what "side" exactly. There's always some surprises with respect to who is sympathetic to and who is hostile to mages.
