Portals are sections that are grouped together to be within the jurisdiction of a moderator who is in charge of its active updating. For example, the Brotherhood of Common Goods is a guild but in itself it doesn't have enough substance to be a single portal because most of the information is private; instead, the 'Southside Portal' would include the Brotherhood as well as lore of other southside locations such as taverns. Another example of a portal would be 'Domains' which, while is beneath a guild (Royal Court) is ample enough because it includes a wide variety of helpfiles.
