I would really, really, really like to have some control over whether or not my NPC retainers actively follow my character at any given time. Or, barring that, to just be able to 'tether' them in place temporarily with a custom action.

Right now, the only way to do this is to make them sit or rest, which is often awkward I find.

+1
Aside from a bit of a chortle over imagining myself tying my retainers to a hitching post..
Something simple like stay or wait?

> stay cabana
Rosie asks a well-oiled cabana boy to wait behind.
Action set to: a well-oiled cabana boy waits patiently here.

I'd prefer to be able to set a custom action for guards and the like, but that would do.

The above suggestion is just modifying tether for humans. Tethering sets an auto action too, which can still be set as you like.

Or did you mean setting it as part of the command?

Actually, I didn't know you could overwrite the tether action with a custom action! That'd work just fine, then. A wait or stay or something equivalent.

Tangentially, for mounts it might be interesting if they could wander off if you fail to tether them. Of course, you could still hail summon them, but just as a little flavor.
This would require that the tether state be saved over reboots. It currently clears along with any action you've set on retainers.
