So, after a long time of wondering why I'm the only person with an avatar, I went into the control panel and noted that whilst avatars were selected 'Yes', it looks like people could neither upload nor select gallery avatars... *blush*

Ennabled now. Let me know if it doesn't work!

It worked from the start for me, ever since first joining ... (i.e. you are not the only one with an avatar, unless mine is invisible to all but me?).
