Roles spec

As short as it is, that's all I've got. If staff has longer version and can shove it in my inventory, I will happily update this post.

In relation to the creation of roles, the existing guild creation can
probably remain the same. We can continue to use gedit and simply ignore
the ranks and subranks listed there. All of the other items we need are
already there, including defining guild channels. We do, however, need
some guilds to be defined by the systems for roles to play off.
