Maybe the real problem we should be looking at is the idea of only one phome? As a noble, that's insanely limiting. Also, as a covert, I tended to lean towards a large network of safe houses rather than one big club house. What's the policy on this, officially?

Yah, multiple safehouses would be good. Having those safehouses put up for sale after you get killed (while your friends are still using them) isn't ideal either though.

We got 1 phome/shop per person because tracking them is a nightmare for staff.
