Yeah, in theory this could be done with IC boards, but realistically it's just not. If a global command helps gets the information to the right people, I say it's worth it.
Also, since it's fully voluntary, it would allow guilds who already keep good IC records to continue doing so, without changing a thing. It's just a way for the rest of the guilds to have a chance at some information permanence.
