[Complete] Help Player Info

Would it be possible to make help player files accessible whether or not you've met the character and remembered them?
The help file notes that the information help player files include is supposed to represent information that people can find out about your character by asking around. As we tend to play the significant characters of the game world, it seems to me that many characters' reputations would precede them. This could help prospective guild members learn more about their leaders, or potential customers can investigate a merchant's reputation, and even help players find new hooks and excuses to seek out PCs they might never run into with their usual circles.
This also might encourage players to keep the files up to date.
Possible Cons: None spring to mind, but I'm certainly biased in favor of my own idea at this point!
