Fountain Material Options

Could expensive stone be added to the material options for Stone Fountain and Decorative Fountain? With the understanding that regardless of decoration level, a fountain's base could or would be of the best materials available.

Or have Stone Fountain use rough stone and Decorative Fountain use expensive stone?
