Cheaper Sneak At Higher Ranks

One of the biggest deterrents to using stealth is the slow travel speed and high MV cost of sneaking.

One change I would suggest is to have more skilled sneaks consume less MV and move faster.

This would reward practicing and committing learn slots to the skill and give an immediate, obvious differentiator in feel between skilled and unskilled sneaks.

I would think that the immediate differentiator between unskilled and skilled sneaks is being able to spot them moving around... but that being said, I'd be on board with less MV costs the higher you rank. Moving faster? I dunno about that, I think that might be a bit unbalanced. You're never gonna be able to sprint down a street and remain totally unseen unless there's no one there to see you, sans any magic shenanigans.

At Grandmaster Sneak, it's still not very good at this, either, and you aren't going to notice the effects very often when the grid has hundreds of rooms with 10 people scattered around. "I don't have to eat 30 turkeys to sneak outside the city without being fatigued" is an immediate, noticeable incentive, and it solves the #1 problem stealth has: it's inconvenient.

As for faster, I was thinking more 'sneak at Walk or Jog speed', not 'sneak at Sprint speed.'
