You wear them, and you have a much decreased risk of being attacked by the lethal mobs.
It's also only the lethal mobs which attack you, and they don't wander into (most) buildings. once you're inside say, the blind horse, it's only PCs you'd need to worry about.

There are costumes you can buy, or make with a level 0 tailoring recipe.

The barring of knights from Southside is a consequence of Knight PCs long ago routinely going into Southside and attacking NPCs, and it became an IC consequence that the populace of Southside turned to hate Knights. I think it's a nice bit of flavor myself, so if it's settled it should be settled IC...
