I enjoyed the Monarch quest. It had its flaws, but at the end of the day it involved a tonne of players and its result actually mattered. It also didn't feel like deus ex machina or anything, or out of theme (cough zombies cough cough :( lol).

Perhaps it could reduce the amount of damage you take rather than eliminating it?

That being said, I like that there is risk from bashing down doors. It's what keeps hooligans from looting every shop in the city.
