Piety is constantly high because of the playerbase's actions and support. If your suggestion was in effect, it'd basically negate the entire point of supporting said city metric. Pretty sure reco for mages is now a lot lower than it used to be - at whopping 70% at one point. And then if you play a mage, but don't take any risks then you are unlikely to utilize that rec bonus because, well, that character is unlikely to die. I think first of all, the point of latency isn't supposed to be a quest to find a mage to be awakened. In my eyes, it's just a different form of roleplay for your character. Maybe your character will find out, maybe they won't... but at the core the point isn't supposed to be 'find out you are a la...
