Maybe there could also be some way to have prisoners in a "public" or pseudo-public area so that they aren't limited to a scant handful of RP partners during incarceration? Not sure if it's really feasible, but if there's like a series of "cages" in River Square that can prevent someone from leavin...

I like the overall concept of the plot system.
