On the one hand, it's ICly reasonable to want to subdue someone with "pulled punches" and other less dangerous forms of force. What I'd really like to see is a low-security jail option for low-risk inmates where the public could come and go and interact with the prisoners, but the prisoners couldn't leave or equip/unequip items.
