Quick comment on rumors since they're getting a lot of discussion: I've long ago given up on paying any attention to rumors, beyond a brief skim or giving them any degree of credence ICly. I think that Lei's statement is compelling and think I would find myself less inclined to shifty activity without whoinvis, and also agree with Kinaed's arguments for wanting to limit the use of it. I think there are too many grey areas and potentials for crossover, that it is a dangerous pool to wade around in.
If you do keep allowing it, I would make a rule that if one of your characters becomes a GL, then the other MUST leave the guild. That is the deep end of the pool for me.

I third Geras' suggestion. Using city lore makes perfect sense for this, and is less immersion breaking when the information can be couched in IC terms.
