It's not always been the trend. The bump from 74 to 75 is borderline meaningless for most every skill that isn't combat or crafting (or magic, sometimes. Maybe. Removing risk from Mages is bad for theme and bad for the game, in my opinion. Some of the best, most fun RP I've had as a mage is when I decided to take a risk and meet with other mages I met through Astral or Auspex. I'd vote a hard no to this. Trade in person, not on the witch equivalent to ebay.

Being app 5 can lead to fun RP, too.

Charging XP to be exceptional is how chargen has always worked. I don't think a small, token XP charge to be abnormal is some undue burden.

Not like anyone was talking about 10k per inch or anything.

MV regen boosting would not be overpowered, in my opinion, for the simple fact that you can fully regain all MV in a few seconds of spamming 'drink fountain'.
