I have another clarification question: Are the voting members formally a 'city council' or is it more informal? Help City Council defines it as an actual body. I'm not sure that I like the Seneschal being able to see how people have voted, especially since it is implied that it isn't really a vote. If a vote measures 'Margaux is pulling the strings of these people over here to get her way' then I'm not sure that it should be obvious- wouldn't it be hereti...

Can I get a TL;DR version of how this works right now? Nobles and GLs can "Vote" on city metrics moving them up or down. The other metrics change in response to those votes. I really like this idea too. I think 50, or 75 hours is good. Less than that and I almost wonder if it would be easier to say "This noble never actually existed" so people can apply and take that domain without some convoluted story.
