If you are shown code-wise to have bested them through any generally-accepted method and they still won't cooperate, then it sounds like the overlying issue is munchkinism. Perhaps the code doesn't necessarily need tweaking more than we need a cut-and-dried set of OOC rules to govern arrests?

I'm not privy to what, exactly, is going on, but might I suggest that, at the time of posting, you specifically state whether this would be common knowledge. Point out who, exactly, would know what if you must. Don't leave it up to interpretation.

I suggest the Order start a quest to find the person who has the most ab Harmon blood in them who wasn't wiped out by the blood curse, and appoint them the new Patriarch/Matriarch (and having that be a position that is very prominent, but with no real authority). Perhaps it's someone already in Lit...

It's still 1000 XP to learn master something, but to me that's a simple matter of knowing if you've already learn mastered something and planning another 1000 XP accordingly.
