In my ~1 year of being 1GL/2GL of a Guild I denied a player entry literally once, and it came with the condition of reconsideration and a very specific 'quest'/task for the player to undertake so that they could have something to do. Your PCs will not always get what they want, it is especially true if you will quantify it by "right now". Nothing stops a failed guild applicant from literally proving themselves and having another attempt at convincing the GL. And you know what? That also makes RP! It may not fit some rigid plans...
